RULES OF CONDUCT WHEN APPEARING BEFORE COUNCIL AS A DELEGATION
The Council of the Rural Municipality of Lac du Bonnet welcomes input and feedback from ratepayers on all matters affecting the quality of life in our jurisdiction. To this end, Council invites delegations to appear before them at all regular Council Meetings.
To ensure that the best use of time is achieved and order is maintained throughout these presentations, it is imperative that rules of conduct be implemented. These rules are as follows;
- it is recommended that delegations wishing to appear before Council schedule their appearance by contacting the R.M. office at 345-2619.
- to allow members of council to prepare for delegations, all presenters shall register with the R.M. office at least 96 hours before the council meeting and advise the R.M. office of the topic and scope of the presentation.
- At the time of scheduling an intended topic must be specified.
- In situations where a delegation consists of many people, it is requested that one spokesperson be appointed for the group.
- Should special audio-visual equipment be required for a presentation, it is incumbent that such equipment is accompanied with the presenter, or suitable arrangements be made with administrative staff beforehand.
- If written documentation is provided, there should be seven copies.
- All delegations will be limited to a 15-MINUTE PRESENTATION. Where additional time is required, such a requirement should be communicated to administrative staff at the time of scheduling.
- Where additional time is not arranged prior to the appearance of the delegation, additional time can only be granted with the approval of Council. However, the presentation time will only be extended by a maximum of 5 minutes.
- All comments will be directed to the Chairperson and there shall be no interaction between parties in the gallery.
- Language shall remain civil at all times.
- Delegations shall adhere to all directions from the Chairperson.
- Where a breach of conduct occurs, the Chairperson shall give the presenter a warning. Should a second infraction occur, the presentation shall be terminated and the delegation requested to leave the premises.
Unless otherwise advertised in the local paper, Regular Council Meetings take place at the R.M. Council Chambers located at #4187, off Provincial Hwy #317, 1.5 kilometers west of the junction of Provincial Trunk Highway #11 on:
- The second Tuesday of each month, commencing at 4:00 p.m. and Delegation times available; 6:30 pm – 7:45 pm (15 minutes per delegation)
- The fourth Tuesday of each month, commencing at 4:00 p.m. and Delegation times available; 6:30 pm – 7:45 pm (15 minutes per delegation)
